Add CETES to the asset registry

Aquarius is hosting a community governance vote to whitelist CETES, a Soroban Stellar Asset Contract representing tokenized Mexican Federal Treasury Certificates issued by Etherfuse. The token has established trading history: 60M in circulation, over 1.7M trades, and a 7.8/10 Stellar Expert rating as of September 21, 2026. Approval would enable CETES to participate in Aquarius liquidity incentive infrastructure and potential liquidity pair incentives.
