Add KESForeignExchange Oracle

Reflector, Stellar's decentralized price oracle, proposed a governance action to add Kenyan shilling (KES) support to its Forex Oracle feed. The proposal aims to expand currency options available to DeFi smart contracts, enabling derivatives protocols, lending platforms, and asset management systems to accurately price assets denominated in KES.

The addition of emerging market currencies to the oracle feed aligns with Stellar's core mission of financial inclusion, particularly benefiting users, businesses, and institutions throughout Kenya and across East Africa. The Forex Oracle serves as critical infrastructure for smart contracts that depend on reliable, decentralized price data across multiple currency pairs.
