The 10% quorum requirement is removed, letting proposals pass when For votes exceed Against votes. Motivation: current participation averages 13.78% across 41 proposals, with outcomes dominated by small active cohorts vulnerable to vote surges and bandwagon effects. Quadratic voting lets participants signal both preference intensity and conviction while limiting any single holder's dominance.
