Allow bribes to only be paid in AQUA, USDC and XLM

Aquarius has published a governance proposal to restrict bribe assets on vote.aqua.network to only AQUA, USDC, and XLM. Currently any Stellar asset can be used for bribes. Under the proposal, all bribes must meet a minimum value of 100,000 AQUA, and USDC and XLM bribes will have 25% automatically converted to AQUA upon collection and distributed to voters. The change is motivated by strengthening AQUA's role as the primary bribe token and creating a positive feedback loop: voters holding AQUA from bribes would be incentivized to increase their voting power through AQUA or ICE, potentially attracting more bribes. This represents the community addressing how the bribe mechanism launched earlier in 2026 functions and evolves.
