Aquarius proposes lowering barriers to governance participation through a seven-day crowdfunding mechanism for proposal publication. Currently, proposal creators bear a 1M AQUA cost (100k creation plus 900k publishing). Under the new mechanism, multiple community members can contribute to the publishing fee via claimable balances. If the proposal succeeds, the 1.5M AQUA reward is distributed proportionally among all contributors. If crowdfunding fails to reach 900k AQUA, all contributions are returned. The proposal aims to increase community involvement and surface more high-quality governance ideas.
