Increase CETES Supply Cap to 20M Tokens

YieldBlox DAO queued a governance proposal to raise the CETES reserve supply cap from 5M to 20M tokens. The change was discussed in the YieldBlox Discord community. The proposal uses Soroban Governor, the open-source governance framework; due to the contract design, a second proposal will be required one week after approval to finalize the new configuration. CETES represents tokenized Mexican federal treasury certificates integrated into YieldBlox's lending protocol.
