Reduce CETES (Etherfuse) Collateral Factor to 0% – queue_set_reserve

YieldBlox DAO has proposed adjusting Blend's reserve parameters through a governance vote using Soroban Governor. The proposal calls queue_set_reserve to reduce the collateral factor for CETES (Etherfuse's tokenized treasury bonds) to 0%, while keeping all other reserve parameters unchanged. This represents step 1 of Blend's standard two-step process. After execution, a mandatory 7-day timelock will follow before a second proposal calling set_reserve can activate the change. The change affects asset index 6 (CETES) on Blend.
