Start YBX emissions to gYBX holders

YieldBlox DAO proposes allocating 1 million YBX tokens to gYBX holders over the next year. The proposal uses Soroban Governor to invoke the set_emis function on the gYBX contract, which will manage token distribution. Holders can claim emissions through the Governor UI once approved. This allocation follows a distribution model that received prior voter approval in an earlier governance vote.
