The Stellar Development Foundation announced the live deployment of the Stellar Blockchain Aid Disbursement System in partnership with UNHCR, delivering digital cash assistance to internally displaced persons in Ukraine. The system integrates Circle's USDC stablecoins for stable value storage, Vibrant's non-custodial wallet software for fund management, and MoneyGram International's global cash-out network for local currency conversion. The solution addresses humanitarian needs by providing instant access to financial ecosystems, full transparency and auditability of transactions, portability for displaced populations, and protection against corruption. Implemented in Kyiv, Lviv, and Vinnytsia with plans for expansion, the system demonstrates how blockchain technology combined with traditional financial infrastructure can scale humanitarian aid delivery while maintaining accountability to donors and beneficiaries.
