The Stellar Development Foundation released a white paper on CBDCs and hosted a comprehensive webinar examining both policy and technical dimensions. Policy panelists discussed why central banks pursue CBDCs, with 91 countries now exploring them compared to 35 two years ago. Key motivations include financial inclusion, payment system resilience, and cross-border efficiency. Technical discussions covered paradigm shifts enabled by blockchain, including secure asset issuance, compliance capabilities, transaction finality, and interoperability. BIT shared real-world deployment experience from five projects across three continents, highlighting the scope and complexity of CBDC implementation. Speakers emphasized the importance of open networks for interoperability, tiered access models for privacy and inclusion, and ecosystem partnerships for adoption.
