Protocol 23 brings significant upgrades to the Stellar network through eight CAPs focused on Soroban performance and functionality. Key improvements include live state prioritization (CAP-0062) separating archived and live state into distinct databases, parallel transaction execution (CAP-0063) enabling multi-core processing, a reusable Wasm module cache (CAP-0065) reducing parsing and validation overhead, and in-memory Soroban state (CAP-0066) eliminating disk reads and enabling automatic entry restoration. Additional enhancements include unified asset events (CAP-0067) emitting events in SAC format, new host functions for contract introspection (CAP-0068) and string/byte conversions (CAP-0069), and configurable SCP timing parameters (CAP-0070) for dynamic ledger optimization. The protocol went live on Testnet July 17, 2025, with mainnet voting on September 3, 2025.
