The Stellar Development Foundation discovered two rare, specifically constructed transactions that could crash validators during Protocol 14 testing on the testnet. Since the bug was identified before any public network deployment and no validators encountered it, SDF decided to release the fix as Protocol 15 rather than a patched Protocol 14 version to ensure all nodes run up-to-date Stellar Core. The public network upgrade vote has been rescheduled from an earlier date to November 23, 2020, with the testnet upgrading to Protocol 15 on October 20, 2020.
