Horizon v0.22.1 has been released specifically to support Stellar-core v12.0.0, following closely after the previous version to allow ample preparation time for the network upgrade. Protocol 12 introduces a new offer type, path_payment_strict_send, and disables the existing inflation mechanism. Testnet will upgrade on October 14, 2019, with validators voting for the public network on October 28, 2019. No breaking changes are included in this release, but future deprecations like renaming path_payment to path_payment_strict_receive are planned.
