The Stellar Development Foundation announced releases of Stellar-core v12.0.0 and Horizon v0.21.0 this week. Stellar-core v12.0.0 implements three Core Advancement Proposals: CAP-24 introduces PATH_PAYMENT_STRICT_SEND operation allowing senders to specify exact send amounts in path payments; CAP-25 simplifies the bucket list data structure to reduce storage costs and merge latency for node operators; CAP-26 disables the inflation mechanism. The protocol upgrade requires validator approval via a vote scheduled for October 28th at 1600 UTC. Horizon v0.21.0 adds performance improvements, enhanced pathfinding filters, and continues rolling out the new experimental ingestion system with /offers support, with full Protocol 12 support targeted for Horizon v22 on October 21st.
