The round marked the first under SCF 7.0's restructured framework and achieved perfect alignment between community voting and delegate panel decisions.

The Stellar Community Fund's 41st round distributed $3,941,744 in XLM across 34 projects—12 in the Open Track (novel on-chain use cases), 10 in the Integration Track (projects building on existing tools), and 10 in the RFP Track (developer tooling). SCF 7.0 introduced three distinct evaluation tracks with different review processes. The round received 85 submissions, with 50 being first-time applicants. Notably, every project awarded in the Open Track ranked in the top positions of the Neural Quorum Governance community vote—a first in NQG's two-year history. The referral program contributed 20 successful projects, with 8 from SDF internally and 12 from external partners. Community voting power became more distributed, with the top 5 voters holding only 13.1% of total NQG compared to 43.6% in round #37.
