Governance Modules Library - Community Call August '24

BlockScience and Stellar Development Foundation presented NeuroQuorum Governance (NQG), a sophisticated governance framework combining neural governance with quorum delegation. The system has been implemented in the Stellar Community Fund, allocating over $15 million in XLM across 300+ submissions since October 2023.

Lumen Loop's take

BlockScience researchers and Stellar Development Foundation leaders discussed the design, implementation, and analysis of NeuroQuorum Governance (NQG), a liquid democracy framework that measures reputation, expertise, and trust rather than relying solely on token holdings. NQG combines modular voting power attribution (neural governance) with opt-in delegation to trusted groups (quorum delegation). The system was first implemented in the Stellar Community Fund in October 2023, allocating over $15 million in XLM to 300+ projects. The presentation covered the strategic goals, early design phases, specification and modeling using CAD CAD simulations, Soroban smart contract implementation with hybrid on-chain/off-chain computation, and post-implementation analysis and reporting. Key insights included the importance of role-specific governance abilities for inclusivity, the value of NQG in disambiguating edge-case decisions, and challenges balancing privacy, transparency, and computational efficiency on Soroban. Future improvements include category-specific quorum delegation, dynamic voting power attribution, and additional neuron types like expertise scoring.
