BlockScience researchers and Stellar Development Foundation leaders discussed the design, implementation, and analysis of NeuroQuorum Governance (NQG), a liquid democracy framework that measures reputation, expertise, and trust rather than relying solely on token holdings. NQG combines modular voting power attribution (neural governance) with opt-in delegation to trusted groups (quorum delegation). The system was first implemented in the Stellar Community Fund in October 2023, allocating over $15 million in XLM to 300+ projects. The presentation covered the strategic goals, early design phases, specification and modeling using CAD CAD simulations, Soroban smart contract implementation with hybrid on-chain/off-chain computation, and post-implementation analysis and reporting. Key insights included the importance of role-specific governance abilities for inclusivity, the value of NQG in disambiguating edge-case decisions, and challenges balancing privacy, transparency, and computational efficiency on Soroban.
