The International Rescue Committee (IRC) collaborated with the Stellar Development Foundation (SDF) to deploy an innovative blockchain-based aid disbursement system in Ukraine in response to the ongoing humanitarian crisis. The pilot utilized Stellar Aid Assist and the Stellar Disbursement Platform (SDP) to deliver transparent, portable digital cash assistance to conflict-affected populations. Recipients received $228 over three months through Vesseo Assist digital wallets, with the ability to hold funds in USDC stablecoins or cash out through MoneyGram's 300,000+ global locations. The pilot reached 167 households (278 individuals) with 100% recipient satisfaction and 94% finding the process easy. The solution demonstrated key advantages including real-time fund traceability, instant settlement on the Stellar network, accessibility without bank accounts, and protection against local currency devaluation through stablecoins.
