MiCA Implementation: Off to the Races

The Stellar Development Foundation's Policy team met with EU stakeholders during the publication of the landmark Markets in Crypto-Assets (MiCA) regulation. The SDF is now engaged in helping shape the technical implementation and definition of decentralization within the new framework.

The SDF Policy team traveled to Brussels and Paris to meet with EU institutions just as the Markets in Crypto-Assets (MiCA) regulation was published in the EU's official journal. MiCA establishes comprehensive rules for digital assets, but its practical success depends on secondary legislation and technical standards being developed over the next 12-18 months. A key challenge is that MiCA exempts services provided in a 'fully decentralized manner' but provides no definition of decentralization. The SDF is actively engaged in helping EU policymakers develop a practical evaluation framework that treats decentralization as a spectrum rather than a binary choice.
