Stellar validators will vote on June 10th to upgrade the network to Protocol 11, bringing three significant changes. Transaction pricing shifts from fixed fees to a VCG auction model where users specify maximum fees but pay only what is necessary, reducing overpayment. Network capacity improves by switching from transaction-per-ledger limits to operations-per-ledger limits, expected to increase from 50 operations to 1000 operations per ledger. A new ManageBuyOffer operation allows users to express buy orders intuitively rather than as inverted sell orders, aligning Stellar's orderbook behavior with standard market conventions. These changes collectively reduce transaction costs, increase network throughput, and simplify developer experience.
