Developers using Stellar SDKs across multiple languages (JavaScript, Java, Go, Python, iOS, C#, Flutter, Ruby) must install minimum required versions to support Protocol 19's new transaction preconditions and signature types. The upgrade implements CAP-21 and CAP-40, which enable payment channels and bridging solutions.
