PwC Germany cut EOS Group's securitization settlement from 30 days to 1 day on Stellar. Ultra Token launched bridged BTC/ETH/SOL/XRP, Blend V2.1 restored its backstop, and Zenex went live as Stellar's first on-chain perps exchange.

PwC Germany reduced EOS Group's securitization payout cycle from 30 days to 1 day using Stellar smart contracts settling in AllUnity's MiCA-regulated euro stablecoin. Ultra Token, from Ultra Stellar (the team behind LOBSTR), launched 1:1 bridged ETH, BTC, SOL, and XRP on Stellar via Axelar. Blend V2.1 went live on mainnet with a restored backstop, and Zenex became Stellar's first on-chain perpetual futures exchange. SCF Pilots: i3 Awards voting closes tonight.
Institutional Settlement Goes Live
PwC Germany's announcement with EOS Group brings Stellar into securitization infrastructure. Smart contracts run the payout waterfall, settlement occurs near-instantly in AllUnity's MiCA-compliant euro stablecoin, and technical implementation was handled by TokenForge.
DFNS added Circle CCTP support on Stellar, enabling institutions to move native USDC across Stellar, Ethereum, Solana, Base, Arbitrum, Avalanche, Polygon, and Arc in one transaction with no wrapped tokens or third-party bridges.
Etherfuse opened a waitlist for its Kazakhstan market: MEKKAM tokenized treasury bills and KAZe, a tenge token redeemable 1:1 and backed by MEKKAM, both live on Stellar at launch. It adds Central Asian sovereign debt to Etherfuse's Stablebonds lineup alongside its Mexican and Latin American markets.
DeFi: Backstops, Perps, and Bridged Assets
Blend V2.1 is live on mainnet, built with help from Zenith Protocols. The release forks Blend V2 with an updated Comet V1.1 AMM as the backstop token, bringing back a functional backstop. Script3 noted that V2.1 won't earn emissions unless an emissions migration happens.
Zenith Protocols' Zenex perpetual futures exchange is also live on Stellar mainnet, the first on-chain perps venue on the network. Its inaugural trading competition, rewarding highest PnL, launched alongside the mainnet go-live.
Ultra Token launched on Stellar with 1:1 bridged ETH, BTC, SOL, and XRP, secured by Soroban and Axelar and trading on Aquarius. Users can hold bridged assets directly or earn yield on them and on stablecoins, with non-custodial redemption available at any time.
Peridot Finance's Stellar lending markets now accept deposits directly from Ethereum, Base, Arbitrum, BSC, Polygon, and Avalanche via SODAX, removing the need to bridge before depositing. At the October SCF Demo Day, three SCF-funded teams presented projects live on mainnet: XOXNO's lending protocol (already at $180,000 TVL and over $30,000 in volume using a hub-and-spoke liquidity model), Seevcash for cross-border payments, and Arka Fund for non-custodial asset management with DAO governance on Soroban.
Protocol: Post-Quantum Signatures and Soroban Limits
CAP-87 moved to Accepted status, adding ML-DSA post-quantum signature verification to Soroban. The proposal introduces three verification functions (ML-DSA-44, 65, and 87), giving smart wallets a path to quantum-resistant signatures before demand materializes. ML-DSA was selected for its enterprise traction across Google, Amazon, and Cloudflare, and for its compact signature sizes compared to hash-based alternatives.
A new discussion opened for SLP-7, which proposes increasing some ledger-wide Soroban limits and cutting many resource fees by roughly half.
This week's developer meeting was a full AMA on USDT0 (live on Stellar since September) and the LayerZero OFT integration, covering storage optimization, multisig support, and the Stellar-specific design decisions behind the cross-chain infrastructure.
Developer Tools
LumosCore's MCP server lets AI agents query live Stellar market data, wallet balances, and transaction routes via 14 tools. All write operations require explicit user wallet approval; the server holds no credentials or API keys.
Certora published a Soroban-specific audit guide covering authorization models, TTL-based storage expiry, cross-contract calls, and asset handling, the areas where EVM-oriented audit habits don't carry over.
Incentive platform Fuul shipped Stellar DeFi support in its September update, allowing projects to run on-chain reward programs for Blend lenders, Aquarius liquidity providers, and token holders. A two-day Istanbul residency brought 31 Stellar builders face-to-face with SDF for direct technical feedback.

Stellar Chile wrapped its September InstaAwards with four project demos (part 1, part 2): ArcusX (agentic payments and escrow for AI), Kuyfi (a terminal app for auditing Soroban contracts), V.A.C.A. (offline emergency and direct-donation app), and Trustleaf (patient-owned medical records on Soroban).
Starmaker LATAM's Blockchain Builders 101 program surpassed 250 participants across Mexico and Colombia within two weeks of launch. A Stellar Ideathon ran at Costa Rica's University of Science and Technology on October 7. Stellar Türkiye's Lounge Day on September 20 brought together 14 institutions, including İş Bankası, TEB, and ING Hubs Türkiye, with teams building on Stellar. Stellar Philippines' Agentmaxxin runs October 5-30: four weeks for builders to push agents further with wallets, payments, on-chain actions, and x402.
