State Street Investment Management launched SWEEP, a tokenized cash management fund, on Stellar on September 29, giving institutional investors 24/7 stablecoin access outside banking hours and traditional settlement windows. Spiko's eurSAFO received AAAf (credit quality) and S1+ (volatility) ratings from S&P Global, the highest marks on both scales, for its euro money market fund tokenized on Stellar. Stellar Community Fund #45 closed with 40 projects awarded approximately $4.04M in XLM across confidential finance, RWA settlement, cross-border payments, and agentic payment tooling, with 63% of winners sourced through community referrals. Protocol 29, a security-focused release, went live on Mainnet on October 1.
Institutional RWA Momentum
State Street's SWEEP fund uses Stellar smart contracts for issuer controls, letting investors access stablecoins continuously without batch settlement constraints. The launch arrives as Stellar's tokenized real-world-asset footprint crosses $4B, a figure Denelle Dixon outlined in a September 30 interview with The Defiant alongside 360% annual growth. Dixon named composability as the next priority: getting tokenized assets to function as collateral and liquidity within DeFi, with Redstone Finance supplying the 24/7 pricing layer previously missing from the stack.
Spiko's eurSAFO, built on Amundi's overnight swap fund and tokenized on Stellar, received S&P Global's top credit and volatility ratings. BVNK, Mastercard's enterprise stablecoin payments platform, completed its Stellar integration, adding the network alongside Ethereum and Solana for enterprise international transfers and treasury management across 130+ countries.
Spectra went live on Stellar on September 23 as the network's first yield tokenization protocol, with principal (PT) and yield (YT) tokens trading through an order book from day one. Gami Labs seeded the first markets, including deJTRSY, the Janus Henderson treasury fund tokenized by Centrifuge. Centrifuge noted that deJTRSY holders can now lock a rate to a set date or take a view on short-term rates.
Zebec confirmed its AllUnity partnership is live on Stellar, per a Q3 community update. Germany's government employee benefit payments now process in real time through Zebec's infrastructure.
Stablecoins, Bonds, and Payments
Etherfuse announced it is finalizing PHTRY, a tokenized Philippines government bond, extending Stellar's sovereign-debt catalog into Southeast Asia alongside existing instruments tied to Mexican CETES, US Treasuries, and European overnight funds. Open Standard launched $OUSD, issued by Bridge (part of Stripe), targeting businesses that want to use stablecoins with the same simplicity as fiat.
Decaf and Airtm published a case study covering emergency aid disbursements in Venezuela, conference payments in Brazil, and community assistance in Wyoming. The documented approach: a single on-chain balance connected to multiple local payout methods, with recipients choosing their withdrawal channel.
SODAX added 12 more Robinhood assets across Robinhood Chain, Sonic, Stellar, and Hedera, bringing its total to 29 available Robinhood assets on-platform.
Developer Infrastructure
Protocol 29 went live on Mainnet on October 1 at 1700 UTC, following a Testnet vote on September 29. It is a security-focused release: stellar-core 29.0.0 fixes recently identified vulnerabilities which, to SDF's knowledge, have not been exploited. Validators can pull the new core from the apt stable repo or Docker Hub. Horizon and RPC operators should move to stellar-horizon:29.0.0 or stellar-rpc:29.0.0, which bundle the new core binary with no other relevant changes.
Soroban Rust SDK v28 shipped September 28. The primary change: stored contract data is no longer locked into its original schema. CAP-86 lets developers add optional fields or remove fields without schema versioning or migration scripts. The release also ships spec shaking v2 for automatic unused-type elimination, sparse event publishing to lower on-chain payload, and executable references for coordinated fleet upgrades. Stellar CLI v25.2.0+ is required. Tellus Cooperative published a technical breakdown of Protocol 28, analyzing CAP-83, CAP-85, and CAP-86 security implications for each infrastructure stakeholder group.
CAP 87 advanced to Final Comment Period and CAP 88 was accepted following its FCP, per a September 30 stellar-protocol commit. A pre-SEP discussion opened October 1 proposing standardized CCTP inbound deposit handling for anchors, covering the 6-to-7 decimal conversion, EVM-to-StrKey address formatting, attestation polling, and a shared stellar.toml CCTP section, so plumbing is defined once across all 29 CCTP source chains.
Trustless Work shipped v2 to Stellar Testnet, adding quorum approvals, multi-address roles, batch operations, and observer addresses, with React and JavaScript/TypeScript SDK updates.
