The UN High Commissioner for Refugees (UNHCR) is piloting a Stellar-based blockchain solution to deliver cash assistance to Ukrainians affected by the Russian invasion. The program, launching in Kyiv, Lviv, and Vinnytsia, uses Vibrant, a non-custodial Stellar wallet, to distribute USDC stablecoins for basic needs like food, shelter, and medical care. Recipients can convert USDC to dollars, euros, or local currency and withdraw at MoneyGram locations worldwide. The initiative leverages Stellar Aid Assist and involves the UN International Computing Centre as technical provider. SDF CEO Denelle Dixon highlighted how blockchain enables rapid, transparent fund distribution without requiring bank accounts or credit cards.
