Mastercard is expanding intraday, weekend, and holiday card settlement using regulated stablecoins on Stellar. The SDF's institutional infrastructure report, released June 11, counted $1.4B in tokenized RWAs from 10 regulated issuers and $2.3B in monthly stablecoin settlement. Circle's CCTP also went live on Stellar this week, and Allbridge became the first bridge to route native USDC cross-chain via burn-and-mint.
Institutional Milestone Week
StellarOrg announced that Mastercard is expanding settlement capabilities with additional intraday, weekend, and holiday card processing using regulated stablecoins on Stellar, bringing programmable, always-on payments into the card network's settlement stack.
The SDF's institutional infrastructure report puts the network's current footprint at $1.4B in tokenized RWAs from 10 regulated issuers, $2.3B in monthly stablecoin settlement, and 52.8M smart contract invocations. Securitize, among the regulated issuers on Stellar, was also listed in Fortune Magazine's Crypto 100 this week.
MoneyGram's post on why it launched MGUSD frames the product as utility: 60 million customers gain self-custodial digital dollar balances connected to MoneyGram's global cash network, with treasury prefunding and settlement shifting to stablecoins. At EthConf, SDF's Tomer Weller stated that permissioned chains are a "privacy dead end", and that institutions require the interoperability and composability that open networks provide.
USDC Connectivity Expands
With CCTP live on Stellar, integrations are arriving quickly. Allbridge integrated CCTP into Allbridge Next for native USDC cross-chain transfers via canonical burn-and-mint: no wrapped assets, no liquidity-pool slippage.
Bitso added Stellar as a USDC transfer network, citing 3-5 second settlement and approximately $0.0001 fees, with CCTP now spanning 24 blockchains. Upshift launched earnUSDC and earnXLM institutional vaults on Stellar, co-curated by Gami and Stake Capital, drawing yield from Blend, Aquarius, SushiSwap, and Templar. This is Upshift's first non-EVM deployment.
Developer Infrastructure
SDF published the Quantum Preparedness Plan, a three-stage roadmap to migrate Stellar to post-quantum cryptography. Stage 1 (2026) brings quantum-safe signature verification to Soroban contract accounts. Stage 2 (2027) adds quantum-safe signers as first-class accounts on the classic network. Stage 3 deprecates Ed25519 based on quantum computing advances. Decrypt noted that Stellar's separation of account identity from signing keys means existing addresses migrate without creating new accounts, unlike Bitcoin and Ethereum.
The June 17 Testnet reset is cancelled. SDF cut reset frequency to reduce developer burden, with the only remaining scheduled reset of 2026 set for December 16. Developer Kaan Kacar released stellar-build, an experimental bundle of 42 skills, AI devrel personas, and curated data on 700+ live projects and 9,000+ repos. James Bachini published a three-part SoroPG Academy series covering Soroban from first deploy to MCP-connected AI agent workflows.

Istanbul Blockchain Week drew 80 builders to the Build on Stellar Hackathon and Sunset Party. BAF Network published a StarMaker LATAM retrospective on 18 months and 1,300+ builders. GrantFox held its platform community call ahead of a June 15 campaign launch with $60,000 in initial contributor rewards.
Brazil's Stellar chapter ran the four-day Stellar37° event series in Rio de Janeiro. West Africa's Stellar community reported 10 projects receiving over $1M collectively in SCF #43 funding.
