Over 23 rounds since October 2023, Stellar Community Fund's Neural Quorum Governance has distributed $38M to over 500 projects. The open-source voting system combining layered neurons with quorum delegation evolved across three phases and now achieves 89% alignment with expert delegate panels.

The Stellar Community Fund's Neural Quorum Governance (NQG) matures after 23 funding rounds. Co-designed by BlockScience and SDF, NQG distributes voting power through layered neural networks and quorum delegation inspired by the Stellar Consensus Protocol itself. Over two years, NQG has allocated $38M to over 500 ecosystem projects across three phases: foundational calibration (rounds #22–#29), category-specific experimentation (rounds #30–#37), and scaling refinement (rounds #38–#44). The latest dashboard shows 89% alignment between community voting and expert delegate panels, reaching 100% in the most recent four rounds. The system's open-source smart contracts and dynamic voting weights demonstrate how novel governance can balance newcomer access with expert reputation.
