Stellar Community Fund: a new era of community empowerment begins

The Stellar Community Fund (SCF) has launched its fifth iteration with major upgrades including Neural Quorum Governance, a new reputation-based voting mechanism built on Soroban, and a redesigned website with improved transparency and user experience. The updated award structure now offers Activation Awards (up to $50K) for new projects and Community Awards (up to $100K) for continued development.

The Stellar Community Fund has evolved to its fifth iteration to support the growing Stellar ecosystem ahead of Soroban's Mainnet launch. Central to SCF 5.0 is Neural Quorum Governance, a novel voting mechanism developed with BlockScience that uses layered voting neurons to distribute voting weight fairly based on expertise, trust, and historical contributions. The mechanism addresses common voting issues like voter fatigue and lack of newcomer accessibility. The SCF website has been completely redesigned to improve transparency and user experience, featuring an updated project directory and integrated dashboard. The award structure has been streamlined into two types: Activation Awards (up to $50K for 1-1.5 months of development) for new projects, and Community Awards (up to $100K for 2-3 months) for projects completing their deliverables. With nearly $10M in XLM allocated to over 130 projects in 2023, SCF is on track to quintuple funding compared to previous years.
