The Stellar network has successfully upgraded to Protocol 20, introducing smart contract functionality via Soroban. To ensure stability, validators have opted for a phased rollout starting with Phase 0, a monitoring period. On February 27 at 17:00 UTC, validators will vote on Phase 1 settings to increase Soroban transaction limits. The upgrade introduces new network settings that validators can propose and vote on, expanding their governance capabilities beyond protocol versions to include generalized ConfigSettingEntries. The Stellar Development Foundation is coordinating communication through the #validators channel on Stellar Dev Discord to keep the community informed throughout subsequent phases.
